You have a voter card in the United States, over driver's licenses as identification to the US-Canda?

My husband and I wanted to have a Quick weekend in Vancouver, British Columbia from Seattle. Let's go through the Arch by car. I a passport, but does not work. We are looking for your certificate birth but I have heard something about being able to use a U.S. voter registration card with photo ID (driver's license). Can you verify this? Thanks!
