Do I need a visa to go to the U.S. from Canada in a school trip?!?

OK, I have 17 and am a permanent resident of Canada! there is a Seattle trip coming and normally need a visa … but … there is this new law in June 2009, stating that all citizens under the age of 19 traveling with a group school or sports group, etc do not need a passport until things show birth certificate specifically states on the site. and of course I have these things with my passport Iran. but here's the thing. He entered the U.S. border without a visa? I still say a citizen and permanent resident, but my teacher keeps saying it is 99% sure I can go. he tried to call the U.S. border and ask … but its very busy and can not get their hands on them. So please tell me all the information that u can know. is truly appreciated. Thanks!
