What is the solution to the challenges facing the traffic in Seattle?

Travelers in the Seattle area are looking for several thousand of millions of dollars in replacement costs of the 520 and the Alaskan Way viaduct. But these mega projects will not increase additional capacity. What are we allowed to free our roads blocked? Your thoughts?
