What city should happen?

the three cities high on my list are Seattle, Portland and San Francisco. im born and raised Grand Rapids, Michigan, and I've been tired of this city since I was 8. im 19 and now looking to move in the fall. I am a hip-hop and film avid fan who likes 60-70 degrees under cover, so Portland and Seattle interests me. Most of the time was probably written and rhythms like im an aspiring writer / director, home and produces well. Am looking for a 1 bedroom apartment for between $ 300 – $ 700 right room somewhere in the city or drive. Also looking for a place where I can meet new people easily. im black also for what counts in total. Not.
