DC is considered the South or North?

I live in DC and is technically the south because its below the Mason Dixon line and more Blacks are in the south. In fact, most black mayors were born here in the deep south, like Marion Berry … It's really a hybid, moving more quickly than people say in Georgia. Its really a city very professional. For example, you will not see a lot of guys wear "loud" clothing or colored candy driving cars. There are also decsent many East African blacks. And DC is a place where the higher income blacks mostly live in the country because the release of jobs: Government high. Baltimore is very hood are a bit more like New York, DC .. Blacks in Washington DC sometimes despise blacks in Baltimore.
