It is illegal in chalk on the sidewalk …?

Is it illegal to use chalk on the sidewalk, city property? as the Seattle Center? I'm sure I could get a ticket, but I mean I'm not 100 percent. Anyone know? All comments are welcome.

That becomes a problem if impede pedestrians. Since there is no property, can not stop people using the space strip.
