Has anyone been to a seafood restaurant (or out) of Seattle, which has blue shutters?

I eaten there about 5 years ago had the best escargot I've had. They were a little way out of Seattle on the waterfront and the building had blue shutters. Can anyone help me with what the name of this place might be?
