Whom should I contact to obtain a permit or authorization to send semi-illegal animals in the state?

I try to send two pets from Seattle to Anchorage. Rats are illegal in Anchorage (where all-state outside mail is sent before dispersal), but I live farther south, where albinos are legal. What kind of authoritarian person I contact to obtain a license and permission for these rats and from Anchorage?
