I have four parking tickets in Seattle I am having difficulty paying?

hey I need help / advice. Yo 4 unpaid tickets in Seattle Alberta and my plate is a plate. when you call the municipal court to pay, saying that my account was referred to a collection agency, so you can not pay directly to the court, but when I call the collection agency, say that nothing comes out. I spent a lot of time waiting for a round trip between the two organizations and I am beginning to wonder if my tickets were canceled because I have an AB plate and not a WA? (What happened to me with a ticket from Bellingham) Basically, I mean someone who knows the rules / regulations and be honest with me about them – there will be consequences if they do not pay the tickets?
